This plan, revealed on November 20 through the Official Gazette of the Federation, marks a milestone in the development of national transportation, with the Mexican Railway System declared as an area of priority interest for national development.
The project, which complements existing initiatives such as the Mayan Train and the Interoceanic Train of the Isthmus of Tehuantepec, seeks to revitalize the railway tracks that were concessioned between 1996 and 1999, using them mainly for the new passenger train service.

With the aim of improving the quality of life, well-being and mobility of citizens, the Mexican government proposes the following routes:
- A train that will connect Mexico with Veracruz and Coatzacoalcos.
- An intercity train that will connect the Felipe Ángeles International Airport (AIFA) with Pachuca.
- A route that will cover Mexico, Querétaro, León and Aguascalientes.
- A route that will link Manzanillo, Colima, Guadalajara and Irapuato.
- A line that will connect Mexico with San Luis Potosí, Monterrey and Nuevo Laredo.
- An itinerary that will go from Mexico to Querétaro, Guadalajara, Tepic, Mazatlán and Nogales.
- A route that will link Aguascalientes, Chihuahua and Ciudad Juárez.
These routes will give preference to stations that were in operation before 1995, according to the decree.
In addition, the economic efficiency of passenger trains, their lower environmental impact, their safety and their potential to become an electric transportation option are highlighted.
López Obrador has extended an invitation to current freight rail transportation concessionaires to present projects for passenger rail service. They must present their proposals before January 15, 2024 to the Ministry of Infrastructure, Communications and Transportation.
In the event that no viable proposals are presented, the government will grant assignment titles to the Sedena, the Secretary of the Navy, or interested third parties, under the regulations established by the Regulatory Law of Railway Services and its Regulations.
In response to this initiative, Canadian Pacific Kansas City has communicated that it is evaluating the decree and that it continues to work collaboratively with the Mexican government to consider the viability of passenger service on existing rail lines.
The company has shown its willingness to work closely with the authorities to evaluate the implementation of this service in the San Luis Potosí-Monterrey-Laredo corridor, one of those identified in the project.
This ambitious plan represents a significant advance in public transportation in Mexico, with the promise of improving connectivity and mobility in the country’s main cities and regions, thus boosting economic and social growth.
